Police Do Not Create the law.
To whom this may concern,
We are writing this letter to inform you of both civil rights violations and criminal activity in our community
(located in) Sebring, Florida.
On April sixteenth, 2022 (4/16/2022) uniformed officer, John E. Steffner, II, ID NUMBER: 5704, accompanied by two (yet to be identified,) other officers, did, in fact, violate Florida Statute TITLE 42, CHAPTER 760.021 with the intention of violating 42 US CODE 12203. at that time, one citizen’s proactive measures thwarted these three officers’ actions of violating such codes (and all applicable codes).
Furthermore, it is stated herein that Officer John E. Steffner, II, ID NUMBER: 5704, along with the above mentioned (yet to be identified,) officers were acting on the behalf of two private citizens along with another sheriff in attempt to obfuscate the law by attempting to create new laws, then, attempting to enforce such illegally created laws by engaging in coercion under threat of bodily harm, imprisonment and medical malfeasance.
Officer John E. Steffner, II, ID NUMBER: 5704, did, in fact, conduct an illegal search of my body at that time.
Officer John E. Steffner, II, ID NUMBER: 5704, did, in fact, illegally detain me at that time.
Officer John E. Steffner, II, ID NUMBER: 5704, did, in fact, knowingly enter false information into the public record at that time, violating Florida statute: TITLE 46, CHAPTER 817.569. (Our office may provide these documents upon request.)
The parties for which Officer John E. Steffner, II, ID NUMBER: 5704, had implicated whom he, (Officer John E. Steffner, II, ID NUMBER: 5704,) was acting on behalf of are indicated herein:
1.) GERALD OMAR CRUZ CAMACHO, located at: 4125 Capri Street(in) Sebring, Florida 33827
2.) CARLOS EDUARDO RAMIREZ, located at: 4136 Capri Street (in) Sebring, Florida 33872
3.) RYAN DEPUTY DAVIDSON, located at: 163 Fairway Drive, Lake Placid, FL 33852
At that time, on or about April 16, 2022, Officer John E. Steffner, II, ID NUMBER: 5704, did, in fact, solicit a trespass on three separate instances, however, he (Officer John E. Steffner, II’s, ID NUMBER: 5704,) entered those above mentioned, fabricated instances into the public record as one (1) incident. (SEE INCIDENT # HCSO22CAD023441).
The actions of Officer John E. Steffner, II’s, ID NUMBER: 5704, at that time, furthermore, indicate that he, (Officer John E. Steffner, II, ID NUMBER: 5704,) officially issued RYAN DEPUTY DAVIDSON, (located at: 163 Fairway Drive, Lake Placid, FL 33852) a trespass warning against RYAN DEPUTY DAVIDSON, located at: 4133 Capri Street(in) Sebring, Florida 33872. In laymen’s’ terms, Officer Steffner aided Ryan Deputy Davidson in issuing a trespass warning against himself, Ryan Deputy Davidson! (See WARNING # HCSO97TWN00102N.)
Our office is circumspectly adhering to positive, proactive measures by bringing peace and absolute abidance of the law of Highlands County back to our community; and the above mentioned instance(es) are but a nominal example(s) of civil rights violations, violence and crime which we, citizens, have endured as a result of criminal behavior conducted by the Sheriff’s office from which Officer John E. Steffner, II’s, ID NUMBER: 5704, uses as an ablative of means to abuse, harass, intimidate and physically endanger we, the people, in our own back yards.
Officer John E. Steffner, II’s, ID NUMBER: 5704, has knowing and actively been infringing on the citizens’ right to life, liberty and the pursuit of happiness, using the highly respected office of the Sheriff as an armed base in order to do so.
It is now stated that a warrant must be issued for the arrest of Officer John E. Steffner, II’s, ID NUMBER: 5704, in order to maintain the dignity of the Office of our beloved Sheriff who is part of our community, whilst abiding by and upholding both the Constitution of the State of Florida and (in conjunction with upholding) the Constitution of the United States of America.

Meet the Sheriff
Highlands County Sheriff Paul Blackman took office in January 2017 after having served with the Highlands County Sheriff’s Office for 23 years. He has served as a K-9 handler, detective, road patrol sergeant and lieutenant (watch commander). In the 10 years before his election, he served as captain the Uniform Patrol Division, the Court Related Services Division, the Law Enforcement Bureau and the Detention Bureau.
He has a bachelor’s degree in applied organizational management and a master’s degree in Business Administration from Warner University. He is a graduate of the Florida State University Certified Public Manager Program and the Florida Sheriff’s Association Commanders Academy.
Since taking office, Sheriff Blackman has initiated several new programs in the agency, including opening a Seniors vs. Crime local office, a Community Oriented Policing unit that partners with community leaders in high-crime neighborhoods and a custom smartphone app to better communicate with the residents. The agency has also taken part in statewide initiatives, such as providing support to Alachua County to counter expected protests at the University of Florida and send more than 30 deputies to areas impacted by Hurricane Michael.
Sheriff Blackman serves in numerous community organizations including the Sebring Noon Rotary Club. He also serves on the boards of the United Way and the Big Brothers and Big Sisters.
