Maricopa Using Runbeck Again to Scan Ballots With No Observers

We were in Phoenix on Election Day 2022 to report and interview on voting activities. The most important thing we learned was that very little has changed in Maricopa County, Arizona since the cheating and corruption of the November 2020 election.
It remains the only jurisdiction in the United State that receives completed ballots at a USPS Processing Distribution Center, but doesn’t bring them back to their election department or tabulation center.
Many roads lead to Kevin Runbeck when it comes to questionable ballot issues in Arizona, Georgia and other suspicious election jurisdictions.
In December 2019, just before America learned of something called “COVID,” Runbeck suddenly had the foresight, premonition, instinct, and urge to order 11 ballot printing and sorting machines.
Or was it inside information that caused Runbeck Election Services to buy these printers, worth millions of dollars? The company would be adding to their already five–-to handle the forthcoming election of 2020.
Almost three years later, the mailed-in ballots so hot and heavy in the news right now are sent to print vendor Runbeck Election Services, about six miles away from Maricopa’s own Tabulation Center in Phoenix.
Every single completed mail-in ballot, whether mailed or dropped off at a polling place, goes straight to Runbeck.
Today, while America waits, all mail-in ballots that were collected on election day, and the previous few days, are sitting at Runbeck headquarters.
Maricopa has no clue how many ballots are in their possession because the ballots are under no electoral processing supervision. It is no wonder in 2022, America’s future is hanging by a thread as Arizona’s votes are not under control and farmed out to a suspicious vendor with a questionable past.
Who filed a U.S. Patent Application for a computer system for “on-screen ballot duplication” to be used for “generating a revised ballot”?
Kevin Runbeck has been the Chairman and owner of Runbeck Election Services.
Stunningly, government records indicate Brian Runbeck, who worked for his family’s ballot printing company, was a prolific monetary contributor (over 50 times in 2020) to Act Blue, Biden for President and the Democrat Senatorial Campaign Committee.
Rey Valenzuela, who was Maricopa County elections director in 2020, had a curious relationship to Kevin Runbeck, owner of the printing company. He was highlighted on Runbeck’s website during the 2020 fiasco.

Sworn Testimony
When Rudy Giuliani and Arizona state legislatures held public hearings regarding the Maricopa County election fraud of November 2020, among the most compelling sworn testimonies came from elections witness Jan Bryant.
Her testimony coincided with others and may explain Arizona audit director Ken Bennett’s later revelation that Dominion Voting Systems had refused to comply with a subpoena to turn over passwords to its Maricopa County voting machines.
During the hearing on November 30, 2020, Bryant testified under oath that not even county IT staff were allowed access to the machines.
Bryant witnessed Dominion employees with a laptop computer in the counting room during the six days she worked at the Maricopa County Election Center.
During questioning by Republican state Rep. Mark Finchem, Bryant said there were daily election ballot deliveries to the center by Runbeck Election Services. According to witness testimony, these deliveries happened from Nov. 3 to at least Nov. 10.
Repeated explanations by supervisors at that time was that “Runbeck has high speed scanners,” Bryant said. She was told the ballots were scanned offsite by Runbeck and then delivered to the Maricopa County Election Center.

Jan Bryant: …ten days before they quit tabulating they thought they were done. And then more truck loads of ballots would come in. And I’m like, how can you not know how many ballots are still out there.
State House Rep. David L. Cook: Mr. Chairman I’m sorry. WOULD YOU REPEAT THAT. They thought they were done, and then there was WHAT?
Jan Bryant: They thought they were done multiple times. Multiple times the people that were running the rooms thought they were done (counting ballots), or almost done. Or were gonna be done Wednesday morning (Nov. 4th), then Thursday morning (Nov. 5th), then Friday morning. Then it went on the whole next week. And I’m like, I asked the question, You don’t know how many ballots are still left to come in? I don’t know who does, again…process…project management, but zero.
Forward to 2022 and Maricopa taxpayers continue to pay for Runbeck because they have “high-speed scanners.”
Recall in 2020, Kelly Dixon was the Maricopa elections official who sent an email out to staff stipulating voters would be required to use Sharpie markers at polling places on Election Day, but ballpoint pens prior to that specific time.
Some of the elections clerks suspected this could be to circumvent or take advantage of the expectations that Democrats were more likely to vote early, and Republicans were more likely to show up in person on Election Day.
Federal Election Commission records show that Dixon donated $100 to Democrat fundraising aggregator ActBlue on September 22, 2020.
She attached a memo to the donation stipulating that the cash was “EARMARKED FOR MARK KELLY FOR SENATE.”
Kelly went on to be declared the winner in the Arizona Senate race by the margin of some 78,000 votes.
Curiously, Dixon ordered subordinates to hand out ballpoint pens to voters from October until November 2 -the day before the election – then switch to Sharpie markers on November 3.
In her October 22, 2020 email to them, Dixon admitted that they are aware of significant complaints relating to issues using Sharpie markers on ballots at polling locations.
Dixon specifically indicated that on November 2, poll workers are to give out ballpoint pens instead of markers, then switch back to the markers on election day, November 3.
“Next, we’ve heard you and we know you’re hearing issues and concerns about the Sharpie Markers,” Dixon acknowledged in the email. “Starting tomorrow, 10/23, and through 11/2, we are asking that Clerks hand voters BALLPOINT PENS rather than Markers.”
However, Dixon went on to stipulate that Sharpie markers must be used on November 3: “We NEED to use Markers on Election Day, but for now and through 11/2, hand voters a Ballpoint Pen. You have plenty of pens in your supplies right now.”
She concluded with directions for recipients of the email to “message this to your Inspectors and ensure they cascade this change down to everyone on the Board.”
These Vantage machines cost $1.06 million each. Maricopa could purchase two of these machines and process roughly 90,000 ballots an hour in-house. But Maricopa continues to re-sign contracts with Runbeck, which prevents them from bringing all this in-house.
Dominion ballot-marking devices are used in jurisdictions in 12 states, including Arizona, Georgia, California, Michigan and Missouri.
Multi-Million Dollar Miracle?
How did Runbeck have such an epiphany–a once in a lifetime devine-like realization–that it would cause them such an extreme amount of money to go all-in and more to make this type of purchase?
Why did Fulton County, Georgia receive more than one million blank absentee ballots from Runbeck Election Services of Phoenix, Arizona just ten days before the 2020 Election, but no envelopes?
Why did Georgia Governor Brian Kemp rush to Houston just two weeks before the Trump Administration forced the closing of the Chinese Consulate there in July, 2020? Why was it so urgent for Kemp to meet with Li Qiangmin, the Consul General there?
Was it not worth the time of investigators to look into Jared Thomas, a close friend and former chief of staff for Kemp who just so happened to be one of eight registered lobbyists for Dominion Voting Systems in Georgia?
Every Reason Not to Use Dominion Ignored?
Why did Raffensperger and Kemp proceed with using Dominion and Runbeck after the Georgia Legislature, in December 2018, was warned by FreedomWorks and the bipartisan National Election Defense Coalition of the severe problems ahead using Dominion?
Are their any investigative concerns that the warnings included “these devices will cost Georgia taxpayer three times more than the most common and efficient paper ballot voting method, hand-marked paper ballots”?
Why was anyone of authority not investigating another Dominion lobbyist, former Georgia Secretary of State Lewis Abit Massey?
Why weren’t attorneys general of Arizona, Georgia, or any state, concerned about the investigation into U.S. Securities and Exchange Commission (SEC) filings revealing that the firm which owns Dominion Voting Systems received $400 million dollars from a Swiss bank with close links to the Chinese government less than a month before the 2020 election?
Clinton & Zuckerberg Connections?
What about the records revealing Dominion donated large sums (at least $150,000) of money to the Clinton Foundation and were in cahoots with The DELIAN Project, a transnational voting technology initiative valued at over $2 million with the Clintons?
What about the festering issue that Facebook founder Mark Zuckerberg donated nearly $5.6 million to the Raffensperger’s office to spend on the 2020 election? The now notorious Zuckerberg-linked group, the Washington, D.C.-based Center for Election Innovation and Research (CEIR), donated the money.
Are there ANY concerns that Raffensperger ADMITTED IN HIS OWN PRESS RELEASE that “Instead of leaving the sending of absentee ballot request forms to local elections offices or third party organizations, the Secretary of State’s office took on that responsibility, coordinating with experienced state vendors for the printing and mailing of the request forms.”
“The Secretary of State’s office also contracted with outside mail vendors for the fulfillment of the absentee ballot requests, including the provision of processing equipment and printing and mailing ballots, to take that burden off of local elections officials.“
“The Secretary of State is providing millions of dollars in grants to local elections offices for sanitation equipment, elections infrastructure, and other voting needs. One grant in particular is dedicated to equipment like drop boxes, which will make it easier for voters to return their absentee ballots and for local elections offices to accept them.”?
Why did heavily lobbied Georgia leaders go forward with the $138 million Dominion system, even after Georgia’s six county test failed?
Why Spend $100+ Million More for Failed System?
What did investigators make of the fact that if the state legislature would not have approved the $138 million expenditure, the comparative estimate of providing optical scanners to count ballots marked by pen (and providing at least one Dominion machine to offer accessible technology for voters that may need assistance) would cost about $35 million? Investigators apparently didn’t investigate.
Why did Susan Greenhalgh, an election security consultant for plaintiffs suing over Georgia’s voting system say “it’s really concerning that the Georgia secretary of state and Dominion are kind of putting their head in the sand. Common sense would say you would want to be able to evaluate the claims and then take appropriate action, and they’re not doing any of that.”?
